Very seldom is a complete reinstall needed. These problems can be fixed. However it is not easy. Many people who claim to be computer repairmen will tell you that a complete reinstall is necessary because that is the easiest way out for them, and they don't care about saving all of your pictures and documents. Everyone that runs Microsoft Windows, all versions, will run into problems like this sooner or later. Find someone that will repair your computer and save all of your pictures and documents. Or fix it yourself. The biggest problem with that solution is that if your computer is not working correctly you may not be able do the necessary web searches (Google is your friend) to find solutions for your problem. That's how I learned to take care of these problems before I switched to Linux. I wish I lived closer to you.
